download zip file and extract to folder

are there software where I can download a zip file and extract the
contents to a designated folder and keep the settings?

Apparently you are looking for a download manager. Here is the one that
I like:

FreshDownload does have a built-in dezipper. However, I don't believe
it can be set to automatically unzip files once downloaded. You'd select
them yourself, within FreshDownload's files list, and then you can choose
the command to extract them on your drive.

(Or you can choose a different command from FreshDownload's files list.
Choose open folder. Then from there, you could run your preferred file
extractor. The built-in one FD has seems to be a little primitive.)

Correction. Checked into it, found that FD -can- be configured to
automatically extract contents of zip to a designated folder, after
the download is finished.

Keep *WHAT* settings? Extract to a specied folder? Sure, any zip
program I have ever seen.

If you mean a program that will automatically extract to a specied
folder as soon as the d/l is finished then I have never seen such.

I'm sure there are groups that would welcome your buyware
recommendations; there are others that could help you out a bit with
your self pity.
And you seem to have a habit of saying that things do not exist, when
all you really mean is that they are outside of your limited experience.

(You are primarily a gamer IIRC...)

Fresh Download. You can set options to automatically download, do an
AV scan, extract .zip to a specified folder, open that folder.

The drawback is that the zip contents go to the root of the specified
folder, and not to a subfolder based on zip name. The latter way would
be better, IMO. Maybe it's something they will add in for a future
release (FreshDownload development is very active).
