When i try to download something from IE, the prompt that comes
up(open, save, cancel) comes up, but hwen i hit open or save, it stops like 1/4
of the way done, or it doesnt start at all. Can someone help me?

Same here John.. This is sooo annoying.. Probably something to do with the
defective Windows products.. I really do hope I can find the answer
somewhere in the 1000's of posts here..

Probably nothing to do with defective Windows products but that is
unclear at the moment.
Please supply details of the file type or extension that you have the
problem with and the exact error message (if any).

Sadly, John did not supply that information.

Any files. .exe,.zip. There is'nt any error messages, but when you hit open
or save on the download prompt, the progress just stops. I dotn know how to
explain it

It is unlikely to be "any" file type.
If it is only .exe files, then read on and see if this is relevant:
(and try the same for .zip)

You may have an invalid plugin.
Netscape-Style Plug-ins Do Not Work After Upgrading Internet Explorer
[Q303401]
http://support.microsoft.com/default.aspx?scid=kb;en-us;303401

Remove the plugin with Regedit.exe
Start-Run-Regedit.exe
Navigate down to this key and remove it, after exporting it as a
normal safety precaution.

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Internet
Explorer\Plugins\Extension\.exe

If that key exists, then you will see what plugin has been installed.
The key does not normally exist.

If not only .exe files, try this:
Blank Web Page with Placeholder Icon and You Cannot Save a File to
Disk

I have a similar problem, I have fixpack 2 with Windows XP installed and when
I try to download any file type exe or zip, either to "open" it or "save" IE
start the download maybe 1/10 of the way and stops.
I looked in the registry the only plugin I have registered is QuickTime.
