Download Stall

I recently purchased a data card from a local wireless provider. Basically
it allows me to connect to the internet via cell phone signal. It acts like
a cellular modem. I get great speed when viewing pages, but I'm having a
terriable time with downloads. The download starts with a high kbps then it
slowly drops. For instance I might start with 78kbps. Then as the download
goes it drops to 75, then 73, then 68....... I'm runnin win XP pro and IE 6
with all of the updates and service packs installed. I run ad-aware every
other day. I defrag and scandisk about once a month. I have an updated
version of norton antivirus. The card is an alltel data card. I'm just
running a basic pci to pcmcia adapter to use it in my pc. Any help would
greatly be appreciated.

That is an artifact of the way IE's download calculates download speed. You
don't know the real speed until it levels out.
