Download speeds discrepencies

I am XP home and on cable broadband at 1.5 MB/sec.

I go to a site that tests download speeds and it states it to be 800 KB/sec.
But when I actually download a program soon after, the MS pop-up box states
my download speed to be 60 KB/sec. Why this large discrepency?

You are limited by the speed available through the site you are connected to
for the download.
