When I download a file it doesn't allow me to save to a
certain file location, now it just downloads the file to
who knows where (probably a temp. internet file) I'm not
sure...put I would like to know how do I get the prompt
back up? (I think I accidently hit the little box in the
lower left hand corner, that says something about always
promting the file download screen)

Click your Start button, click Run, type: regedit
Click the OK button
When the Registry Editor opens navigate to the key:

HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer

In the right pane you'll see the string: Download Directory. Right click
it, then left click: Modify. When the Edit String dialog box comes up
delete whatever's on the Value Data line, then click the OK button, and
close the Registry Editor. The next time you download a file, the Save
dialog box will allow you to navigate to the folder where you want the file
saved. IF the string: Download Directory isn't in the right pane, right
click an empty area in the right pane, then left click New/String Value and
name it: Download Directory
and don't give it Value Data unless you want the download Save dialog box to
default to a specific folder like C:\Downloads, in which case the Value Data
you'd type would be C:\Downloads

Open Folder options
Click On File Types
Highlight the file type (extension) that you dont get a prompt for.
Click on Advanced

Make sure the "Confirm open after download" box is checked.
