Download Manager with Following Function

Hi

I'm chasing a download manager that you can limit bandwith with. At present
I share a dsl connection with someone else, and find that if either of us
are downloading something the bandwidth is being hogged by one of us. We
need something that allows us to allow say 25k per user. If this is not
possible, and there is some other way to do this I would be most
appreciable for any help.

Download Express has a setting for maximum speed, so it may be the answer
to your question.

From the online help for DE:

"The DE Speed control allows you to limit the current transfer rate using
the preset values of High, Medium, Low and Background. These speed settings
can be tuned as necessary using the MetaProducts Download Express Options
dialog, Connection tab."
