Right now I've got DLExpert and Star Downloader. I'd like to add a bunch of
files at once to be downloaded, and then have them downloaded one at a time.
Instead DLExpert and Star Downloader try to download all of them all at
once. And of course the downloads are very, very slow, or even "timeout".
Any help with this one?

With DLExpert: Select options -> Functions
and set Max number of active jobs to 1.

You may also want to set max number of threads
to 1 ( options -> File tab). There are separate
settings for Http: and Ftp:

(If I have several files to download I usually download 2
at the same time with only 1 thread per job as this usually
seems to give the best overall download speed).

Thanks guys. Obviously I should have figured this out on my own. Both
DLExpert and Star Downloader make it easy to limit the number of
simultaneous downloads.

Interesting tip, though, to download 2 files at once, 1 thread per file. I
will try this.
