Download is a winRAR file

Ok I downloaded the whole 2.5gb file, and it turned into a winRAR archive,
when I open it, all there is inside is a readme file that says:
This disc contains a "UDF" file system and requires an operating system
that supports the ISO-13346 "UDF" file system specification.

What is going on here, the file was not an iso image
 
it is an .iso image but winrar is set to be able to extact iso files you can
allways go into nero and select burn image and select the file.

Another case of someone installing software (in this case, WinRAR) and not
paying any attention to what the installer is doing to their system.

I've had so many people complain about zip and cab files opening in WinRAR
instead of Explorer and every one of them says the same thing when I ask,
"Did you notice the screen when installing WinRAR where you can choose what
file-types will open with WinRAR?"
"Oh, what? Uh, no . . . don't remember seeing that . . ."

There are many other examples (Real Player, Quicktime, etc.) and people just
go click happy, "Okay . . . okay . . . okay . . .) and don't read a damned
thing.

Powerarchiver does that too starting with the latest version, why I don't
know. ISO images are not archives, they should not be opening in utilities
like WinRAR. Fortunately it's simple enough to uncheck the iso box in the
program's settings.

This, while I like the idea, is also why I believe UAC won't stop mal-ware.
Slow it a little, but not much.

Once the average user gets used to seeing the pop-up they will simply click
it every time they see it (the average user hasn't a clue what it means to
run as an Administrator, and since the first user account is default Admin,
well, you see the point).
