How can I change the folder to which files are down loaded to in Vista ?

download tools, this new location will "stick" and become the new default
for every download - until you browse or otherwise choose a new location
for some future file.
This is a "generic" answer, since you did not give any details as to which
program you are using to download, or which file you are downloading. If

the first thing I would do would be to get rid of that (and anything
else that HP puts on).

************************************************************************Concurred. I have 3 Dells and my daughter has an HP. First thing I did
with all of them was to burn their version of a restore disk, then
installed clean versions of Vista/7. All f them take no time to boot up
and run smooth.
