When I click on a certin files, a program automatically
opens and I do not get an option of what to do with the
file.
My question: How can I get Internet Explorer to prompt me
what I want to do with the file.

Go to folder options -> file types. Search desired file type and from
advanced page check "confirm after download". That could help.

Open Windows Explorer and go to Tools | Folder Options | File Types.
Scroll down to the file type in question and select it.
Click Edit or Advanced, depending on your Windows version.
Check the box for "Confirm open after download".
