When I click download on a Google Groups page, it downloads a file, but then
Internet options would not open and says computers restricted, action canceled,
and pls contact your system admin. And on that page, when click to other
addresses, the address bar would not change, and History would not record the
new address.

Close IE.
Open Regedit.
Find the value NoBrowserOptions and remove every instance of it.
It is most likely (but not necessarily) to be here:
HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\Restrictions

You might try this from Mike Burgess first if you use SpyBot:
'Did you by chance run SpyBot's Immunize feature?
If so, you can unlock by unchecking the option to "Protect IE Control
Panel".

Thanks for your reply, but I didn't find any values containing
"NoBrowserOptions" in regedit.

If I open a new window in the same IE process(right-click, and choose open in a
new window), the new window would not be restricted and opening Internet options
in that new window is ok. I wonder why.
