download and save problem

whenever i try to download something, when i save on my computer, when i move the folder it freezes. it will stay on some folder and i cant move to another folder for programs i want to download. i dont know if that made sense. its annoying and i cant ctrl alt del it when it stops responding. the taskbar will freeze up with this. how do i fix
 
So when you have saved a file you are downloading to the folder of your
choice, and the download is completed, you cannot move the folder with the
downloaded file in it to some other folder or drive without your computer
freezing and, basically, crashing? Have you run a virus scan? Do you use
utilities like Ad-aware, Pest Patrol or Spybot Search and Destroy? Are you
using a firewall?
