Download a file other than exe or zip files

Is there a setting in XP that will allow downloading of a file other
than a zip or exe file. If I upload a zip file, then using
www.someaddress.com/myfile.zip the screen comes up to open/save the file.

If I upload any other type extension, then using
www.someaddress.com/myfile.dbf will
return a page not found.

Anyone have any advice.

This may be an issue with the web server that you're hosting the files on. Windows Server 2003 will explicitly refuse to serve any file type that does not have a registered MIME Type. While you know the file is there, the user trying to download the file will get a page not found error. This is a server issue, not a problem with XP, and you need to take it up with your hosting provider.
