downgrading from Windows2000 to WindowsMe

I upgraded my laptop (Compaq Presario 1681) to
Windows2000 from WindowsMe. However, I ran into a problem
with the modem not being recognized anymore. According to
Compaq, this is a problem with computers manufactured a
few years ago with Windows98 or Windows Me. The solution
is to go back to the old operating system. How do I do
this? The WindowsMe setup.exe is not permitted in
Windows2000. The error message says I have to use DOS
commands. However, I don't seem to be able to do this
even when I boot the laptop in the command prompt mode.
Is there a way to get into DOS without going through
Windows? Look forward to some tips. Thanks,

There is no supported upgrade path from WinME to Windows 2000 which is
likely the root of your problem. In either case format the drive and start
over.
