down loading Turbo 2

I am trying to remove Turbo 2 and have gone into Add Remove Programs but
when I click Change / Remove It starts to download but stops before the
blue marker gets halfway along and switches off.. (I have recently used
system restore and don't know wether this has anything to do with it).
Also I have just been advised to removed all current Add-Ons because they
have become a nuisance flashing across my hotmail screen.and after
restarting the computer it seems to have stopped them, but when on e.bay I
had a notification that they need an add -on. but I do not know which
Add-On to re-engage as none of them seem to refer to e.bay and I do not want
to get the flashing add-ons back

I know there are severeal questions above but I have no idear wether they
are connected.

I never heard of Turbo 2 but from your question I assume its a program to
speed up the internet. The standard way to remove a program that wont
uninstall cleanly is to reinstall it first then uninstall it again. If it
fails to uninstall a second time go to the manufacturers web site and see if
they provide info about manually removing it. You could also reinstall it
and reboot into safe mode then uninstall.

As to add ons turn them back on 1 or 2 at a time till you find the one you
want. Have you got Microsoft Windows Defender installed. It can pick up BHOs
(browser helper object) and tell you good from bad. Didn't the ebay message
tell you which BHO it needed?
