double pages after publishing?

in Front Page 2003, after makeing a change on a page and saving then
publishing to web, I get a double page, one on top of the other? Can not
figure out what I am doing wrong? Can not correct the error after it
happens?
 
There are some bugs in the FP2002 SE related to shared borders & include pages
