Dotted lines on IE pages

Hi,
I just re-installed my computer and somewhere
along the road i get some strange things in my explorer.
When i visit a website wich uses multiple frames, then each
frame shows a orange dotted line along the frame.
When i scroll down, that line scrolls along until i stop scrolling.
After 2 seconds or so, the line drops back to the bottom of the frame.
It also happens with 1-frame pages.
What causses this ? Has anyone of you seen this and knows where it
comes from ? Can i switch it off ??

then a second strange thing is going on...
When i open a page witch has java-applets on it (see: WWW.RKCA.BE )
each applet is bordered with a white border when i move the cursor over it.
A pop-up text tells me to Click here to activate this component.
When I then click, the border dissapears and everythings back to normal.
Until i leave the page and return there, then the same thing happens.
Anyone knows what causses this strangeness ?

Probably i installed something of a newer or differant version then i had
before and
is this some feature included in that software. If i knew wich one and how
to turn
these things off, i would be very happy...
