Dotted line box showing up around selected items

Whenever I click on an item when I am on or offline a dotted line box is
appearing?
I dont recall seeing it before. Is this a problem?
Also for 6 days I have been trying to post and see my responses but nothing
is showing up past Dec. 21 Whats going on?

If this occurs in WinXP (not just in certain apps) a possible
cause is corruption of the MARLETT font, used to draw boxes
for displayed windows. You can replace this from an instal CD.
