dots on my pictures

on my pictures there are a bunch of little green dots. it is also happening on my desktop picture any answers/suggestions
 
Are they happening in the exact same spots on the monitor? This sounds like
you may actually be having a hardware problem.

Open Control Panel|DISPLAY|SETTINGS
What resolution is shown?

1024 X 768 would be good for a 17" monitor. Try it.
