Insert a bootable DOS disc (either floppy or CD).

You cannot boot XP into a purely DOS session, though you can start a Command
Prompt window within XP which amounts to much the same thing.

There are two ways.

1. Click on 'start', hover over 'All Programs' and then select 'Accesories'
from the fly out menu. You can then select 'Command Prompt' from there'

2. Click on 'start', click on 'Run...' and type 'cmd' in the box and click
'OK'.
 
It may help if you tell us what it is that you are trying to accomplish
that requires you to boot to DOS. To boot your computer to DOS you can
use a W9x setup boot diskette.

Not to put too fine a point on it, you don't.

There is no way to reboot a WinXP PC into Real Mode DOS unless you've
set up a dual-boot system. The WinNT family of 32-bit (and now 64-bit)
graphical desktop operating systems, of which WinXP is the
next-to-the-latest generation, has never used, included, or "ridden
upon" MS-DOS. The Recovery Console's CLI (Command Line Interface) is the
closest you can come to the old "DOS mode."

You can't since Windows XP does not contain MS-DOS.
Are you referring to the Recovery Console? If so, see the section
titled "How to use the Recovery Console" in this article:

I wondered how long it'd be before someone brought that up. The Command
Prompt is what most people know as the DOS window, and in general is
basically the same as the DOS window.
It contains most, not all, of the old DOS programs, and a huge number
of new, other programs.

And you can not start XP in DOS (Command Prompt). It just isn't
designed that way for good reasons I won't go into.
