don't have permision to change password

When a user on the domain trys to change their password,
it comes up with "you don't have permission to change
password". Nothing has changed with the user's
properties. this person is a local admin on the
computer. when a another user logs onto the pc and trys
to change their password it works just fine. can anyone
help, is it a possible securty patch that causes this?

Hi Steve,
I know you said the user's properties haven't changed, but it sounds like
the properties on the user account are blocking password changes. You can
check this be doing the following:
1) Sign on to the machine with an admin enabled account.
2) Select Control Panel/User Accounts
3) On the Advanced tab, in the User Management section, click on
Advanced.
4) Open the Users folder and double click the name of the account you are
looking at.
5) On the popup, verify that the User Can Not Change Password box is
unchecked.

If this box is checked, even an admin account is unable to change the
password.
