Domian is unavailable when PDC is down

When our W2K03 PDC is turned off the Users are unable to log into windows
"Domain is not available". We have two W203 BDCs and are replicating from
the PDC but it seems that they aren't doing any authentication. What steps
should be done to ensure if my PDC is down that users can log on using the
BDCs? I apparently am missing something.

The first step, would be to ask in a newsgroup dedicated to Active
Directory, rather than in a newsgroup for C++ programming, such as this one.
