There is a lot of different software you can use to host a LAN domain, but
XP is not one of them. It's "Windows Server 2007", and others (Windows 2000
is an old one many use)
On the other hand, if you mean a "Point of Presence" on the internet, you
can use XP Pro to install it's "Internet Information Server." to host your
pages. This would not, however, perform the "DNS" service. You now own a
'domain name', but no server, like Server 2007, to link the name to an IP.
You probably have an IP address. If you installed IIS, your web page would
have the address http://<your ip>:80 (and on your own machine be seen from
http://localhost )
Most internet providers prohibit users from running a site, through an
agreement called a "Fair Access Policy" The FAP limits a connection after so
many bytes per day has been reached.

To create a domain, you would need to start with a server operating
system, such as WinNT 4.0 Server (may it rest in peace), Win2K Server,
or Windows Server 2003.

WinXP Pro, as a workstation operating system, is an excellent
choice for a client OS to use on the domain's workstations. WinXP Home,
however, is not designed to, nor can truly be made to, join a domain.
