What is the difference between DOMAIN and WORKGROUP form a user perspective?
In which circumstances oneI should go for DOMAIN and when for WORKGROUP

Workgroup is less secure then a domain. Use a domain for
more security and u can push out upadates run scripts,
set profile do roaming so that when a person logs on form
ne pc they can have the same desktop.

A domain needs a domaincontroller and is handled by the server operation
system like W2K-server or W2003-server. The advantage is that all
useraccounts are centralized.
In a workgroup you can have a server like W2K or W2k3, but useraccounts are
not centralized.

In a home network I do not care about login-password security.
In terms of functionality is there a difference between DOMAIN and WORKGROUP
?
I mean something practically usefull one cen get on DOMAIN and can't on
WORKGROUP ?

The advantage is that all useraccounts are centralized.

You mean I can change account details for any user from one place, without
going from one PC to another?

If it is, that's not a big advantage for a thgree PC in one appartment.

Are there any other advantages? For example, one a WORGROUP could I set an
email system, so that I can use three different email addresses, one for
each computer so that the email to a partocular address can be read from a
particular PC (or from any PC but provided I gog in as a user to whom this
address is assigned) ?

First of all you would need the Windows Server License (which isn't cheap).
A workgroup can exist of maximum 10 connections and doesn't need a
server-OS.
