Domain vs. OU

Attempting to apply a policy to activate a locked screensaver after 15
minutes of inactivity. I want it to apply to 1 of 2 OU's. If I set it at the
domain level and select "block inheritance" for 1 OU, the policy still
applies to both OU's. If I set it on only the 1 OU and not the other
(nothing set at domain level) it never applies to the OU it was set in. I am
evidently missing something. It seems to be all or nothing, Guidance
appreciated.
 
Are the user accounts placed directly in OU "1" where you have the policy
"attached" so to speak? If you have a only security group of users in the
OU, that won't work.
