Domain users can't create shares

We have some XP workstations in our domain. Domain users cannot share
folders. Admins can. Is this a setting in AD to enable users to share
folders please on root drive?

Make them local Power Users.
You can use Group Policy Restricted Groups to make "Domain Users" local "Power Users"
