domain users cannot view/alter TCP/IP settings

I have a single DC. On it I created some domain users, I connected their
workstations to the domain. Now when I log on using the domain user account
that was created, I am able to logon, but I am not permitted to view the
properties of the TCP/IP settings on the workstations. I never had this
problem before in my test-environment, no group policies have been added or
deleted (so only default settings are in place). What van be causing this
problem ??

Their domain account would need to be added to the local administrators
account of that machine to edit it.

Not sure what you mean. Even a user account can type in ipconfig /all at a
command line. They can even release an IP address if you use DHCP. They just
can't select /renew - they'd have to reboot. What is it you need the users
to be able to see/do, and why?

I need my users to get familiar with the concept of DHCP, so the exercise
consists in them starting a networksniffer and then doing an ipconfig /renew
to see which info is transmitted over the network.

What sort of users do you have? Are they IT students?
