Alexander,
If you machine is a member of a Domain then any user in that domain can
logon at that PC using their domain credentials.
They will have access to whatever files and folders they have permissions
to.
If they can access files and folders that you believe they should not then
use proper security measures.
This means stop using files systems that do not implement security - in
other words DO NOT USE FAT
Once you convert the file system to NTFS you will be able to implement
proper access control to all files and folders so that users can only
read/change etc what they are supposed to.
If you run a PC with a FAT files system you cannot expect any degree of
security.
There are no significant reasons to run a Windows XP PC today with a
FAT/FAT32 file system.
All modern tools for Windows XP work with NTFS
