If you're talking about moving a domain name from one Registrar to another,
you initiate that from the NEW Registrar (setup a new account there) and
they will start the procedure. Your domain name must not be 'locked' at the
current registrar or the process will not complete. You should be able to
find the information on the Web site of the new and current registrars. If
they have technical support you can reach they should be able to help. For
instance, I just helped a client move several domain names to GoDaddy.com
and they assisted over the phone.
