In Windows 2000 we no longer use the Primary/Secondary configuration like
NT4.0 - all DCs are peers (just plain old Domain Controllers) and have
writeable copies of the AD database. The only differences are the FSMO
(flexible single master operations) roles and GC (global catalog) status.
Users query dns to find a list of domain controllers then authenticate
against the DC that responds first.

If you have AD sites configured then they would login to the DC in their
site. From your statement it doesn't sound as if that is the case and they
are probably both in the same AD site. If that is the case, check to
ensure that both DCs are healthy and replicating properly.

Are you seeing errors in the event viewer logs? If you create a new user
in AD Users and Computers on one DC does it show up on the other DC? If
you delete it from the DC where it just arrived does it delete on the
original DC? If you stop the netlogon service of the DC to which users are
currently authenticating does the other DC allow users to logon and
authenticate them?
