We have a All fiber Network running a W2K server and XP
Pro Clients, also using WINS, Router is setup as DHCP
server, Client IP's point to WINS server and DNS points
to Server IP, I have full Control over server, clients
and have all permissions, add new workstations then log-
off and cannot log back on error message "Domain Not
avaliable" and some times "user Account not found" we
also have secound DC that on a secound connection on the
router VIA eitherNet and Fiber connection. I need your
help on this one

W2K server is much happier if it runs DHCP-server. If you set options 003,
006 and 015 (and 044 and 046 (0x8) if you have W9x, ME or NT4-clients) in
DHCP-server, Scope options, all these settings will be pushed to your
clients.
Does the ipconfig/all show that everything is pointing to your server-IP?

Yes the DNS is pointed to the Server IP and WINS is
pointed to WINS IP this is all set from the client-side
