You cannot -- in Windows 2000 these are equivalent concepts; you install AD when you make a DC, and installing a AD means you are doing DCPromo. In Win2003 you can install a (very) limited "application AD" without making it a DC, but even then ALL DCs have AD. Win2000+ domains use Active Directory to store the domain database information.
