Domain Controller Will Not Allow Administrator Logon

After booting, Domain Controller displays message for user
to restart in Active Directory Restore Mode. This mode
will not allow administrator logon or administrator access
to files.

Normal Mode does not function. System reboots before login
dialog. If system does not allow administrator to login,
how is it possible to gain access to files on the server?
 
Directory Services Restore Mode (DSRM) uses a "mini-SAM" database that is
not the same as the Active Directory. Therefore, AD does not authenticate
you. If AD cannot start for some reason, you must logon to your DC using
DSRM and do your repair from there. However, you must actually know the
DSRM password. It's the password that was configured for the DSRM
Adminstrator account when DCPROMO was run on the computer to make it a DC.
