Domain Controller Question

The company I work has two domain controllers. Now my understanding is when
one DC goes down the other will pick up any network IP addresses. If I
reboot the DC that hands out the IP's we lose all network connectivity. From
what I can tell the second DC isnt picking up requests and the network
connections are being dropped. I have gone in cicles looking for what could
be the problem but have come to a dead end.

Do both DCs have DNS running on them? Are clients configured to use both?
If the answer to either of these is NO, then you need to fix that. Both DCs
should have DNS running on them, and your clients should have one set up as
primary DNS and the other as backup DNS.

DNS service is running on both....I opened up the DNS MMC and it shows the
secondary server name with the DNS records below it..... What I did just
notice is DHCP service is shut off on the secondary and on the primary DHCP
in the scope options the secondary IP is not listed, could this be the
problem?

Yep, could very well be. You need to list the IP address of both the
primary and secondary servers in the DHCP options for them to be seen and
used. If DC #1 has only its DNS in DHCP options, and DC #2 has only its DNS
in DHCP options, then PCs will only see DNS server #2 when they finally get
around to renewing their IP address leases and get the "new" address from DC
#2.
