Domain admin, No permissions to delete a file ?

I have Vista RC1 setup on a domain (2003 server domain). I am the domain
admin. I log into the Vista box, and I can not delete a file. Why ?

Shouldn't Vista take down the domain policys and follow them ? Or did I miss
something here ?

In Windows Vista, the programs you run only have "standard user" rights to
the system, unless the program asks you for permission or you explicitly
give the program permission to run with admin rights. If the program doesn't
ask you for permission, and you want it to have admin rights to the system,
right-click it and click Run As Administrator.

Note that Run As Administrator does not behave like "Run As..." in Windows
XP. If you are logged in with an administrator account, and you use Run As
Administrator, the program runs in the profile/context of your account, not
some other account.

In this way, you are aware of every program that runs that has admin power,
and can stop programs from running that you do not want to have admin access
to your computer (or domain in this case).

That makes sense (sort of). If I am the sole user of this PC, I have to ask
myself for admin powers? But my question is: do I not have root access when
I can't save a file to C:? How do I get root access?
