Domain Admin could not log on to DC

The error message said "The local policy of this system does not permit you
to log on interactively" poped up when I tried to log on to the DC using the
account belonged to the "Domain Admin" group.

How could I fix this problem?

Local or domain at the keyboard? Remote login? Dc's do not allow local
logons at the console. If it's remote, then check that you have Terminal
Services installed (Administration Mode) on the DC.

Unfortunately,the problem still there.

I have granted the policies of SeNetworkLogonRight and
SeInteractiveLogonRight to Everyone and revoked the contrary policies from
Everyone and <My account> following the tutorial from
http://support.microsoft.com/?id=276590
successfully(never rebooted). I couldn't logon to DC locally nor remotely
all the same.

But this method was available on another non-DC machine.

I'm sure that I was able to log on to DC last week.
