When I am in Windows Explorer I see about 20 $folders and
I would like to delete them. Can I?

A "$" folder means that it is a hidden folder. These can be used for
various reasons, but many contatin information that your machine needs to
run properly. Do not delete them unless you have a known specific reason to
do so. (i.e. you have confirmed that they contain harmul data)

Do you mean the $NtUninstall folders located in c:\Windows? Those
allow you to remove the various hotfixes via control panel, add and
remove. I've been giving them three months, then deleting. It's a good
idea to write down the numbers because you go into add\remove to
delete them from the list by clicking remove (that is, a message will
come up asking to remove the entry because the hotfix is no longer
present)..

If the folder names look like this $NtUninstallKB817778$ they are the
uninstall files for undoing Window's patches. They should have been placed
in the Windows or WinNT folder (depending on if you installed new or updated
from a NT version of windows). If they are being placed in the root of the
boot drive, there is a configuration error on your system (but I don't off
hand know where it would be located).

If the folder/files are not causing any problem, leave them there. If they
are causing a problem, you may be able to Move them to a different folder
and you would have to move them back if you ever needed them. You can also
archive them with WinZip or other compression software and delete the
original folders.
