It's relative and absolute.
For a full explanation press F1 and type relative, you will get the explanation
you want.

If you copy
=A1 to another cell it will adjust
if you copy
=$A$1 to another cell it will not adjust
 
the dollar signs indicate an 'absolute' cell reference. - one $ for the
column and one $ for the row. If this cell is referenced elsewhere in the
spreadsheet as A1 and the formula is copied, the cell reference will change.
If it is absolute, ($A$1), the formula referening it can be copied anywhere
and the reference to A1 stays the same.
 
And with your cell reference in the edit mode, hit F4 to toggle through the
four reference modes available. When you have the one you want, hit Enter
