Doing dial up by command line

Hello I have windows 2000 server and it has connected a modem.
This machine dials the internet with microsoft Outlook and send me a mail
with the backup log.

I would like to know if I can do this with command line connecting to the
internet??

Rasphone is better than rasdial because it can reconnect if the line drops.
