While XP has the ability to copy files to CD you will need third party
software to do a CD copy. There are freeware alternatives.

CDBurner XP Pro is a possibility, you could use this to copy one CD to
an .iso file then burn that to the new CD.

You should disable XP's built in burning software before installing third
party software as sometimes they conflict. Right click your CD Writer icon
and select Properties->Recording Tab->uncheck the "Enable..." box
