No. WinXP was the last Microsoft workstation OS to use those files.

Then simply install WinXP first, followed by Win7. Win7 will
automatically create the necessary dual-boot scenario to accommodate
WinXP's needs.

Windows 2000 and Server 2003 needs them, Server 2008 doesn't.
