does this seems like a policy issue?

I'm setting up a new win2k file server for my company. I
will have a mix of Win2k pro and Winxp pro stations
connecting to this server.

I seemed to have run into a snag where if I log on to the
workstation (xp station in this case) as an admin I get
sound, but as soon as I logon as a power user or standard
user, I get no sound, and I get a message about
compression needing to be installed.

Now, I can get around this and add the group I've created
for my staff on the server, to the local admin group on
the xp or 2k stations, but I don't want them to have admin
rights on their stations at all!

Anyone have an idea how I can fix this with out making
them local admins?

Check the load & unload device driver policy setting on the machines.
I believe by default admins are only given that privelage.
