Does the nature of the user have affect on the memory usage?

Hi All,

Does the nature of the user have affect on the memory usage? someone told
me, Administrator has more memory resource rather than normal user or power
user even though they are not using the machine at the same time, e.g if you
have 2 GB memory, administrator can access 2 GB memory whereas other user can
only use 1 GB on the machine. Is it true?
