Does Such a following ATI VideoCard Exist?

Does a ATI videocard exist that can drive two 24 inch monitors at 1920 x
1200 through DVI while simulaneously providing Component out at 1920 x 1080
to drive my bigscreen TV?

Nope. You would be trying to drive three video streams with one card. AFAIK
no consumer-level ATi card can do this. A simple solution would be to add a
2nd video card.
 
And would ATI's CCC be able to manage two cards (with 3 ouputs), would the
cards have to be the same?

CCC can manage two cards with 3 outputs without a problem.

The two cards can be different, as long as they are supported by the same
set of Catalyst drivers.

BTW, what kind of picture setup did you have in mind? If you want the two PC
monitors to show different content (extended desktop) and the TV outputing a
clone image from one of the monitors; you should connect one monitor to each
card and connect the TV to the card you want to clone.
 
I want Desktop Monitor one to be normal with Desktop monitor 2 extended.

Output three (component) to my bigscreen TV would play a video from one of
my video folders.

I should add that I have PVR(MCE 2005) software which opens up the video
file and displays it on the external TV
