directly position the heads on a drive?

I have a USB external drive which sat on the shelf waiting
for me to back it up. When I plugged it in (power only)
it made a series of clicks and then died. Even plugging
it into my computer as slave shows no drive found.

I have an identical drive. Could I somehow bypass the OS
and get this drive to copy its data cylinder by cylinder
to the identical one?

Most imaging software can make identical copies of one drive and copy to
another (more or less clone the drive). However, I'm not sure if any of
them will have success reading the drive if it doesn't even show up in
BIOS. Do you know specifically what's wrong with the drive? That could
be a major factor in its fate.
