Does Outlook 2007 ForceOSTPath change existing paths?

Does the ForceOSTPath setting actually change existing profiles' OSTs to
point to wherever, or will this only effect new Outlook profiles being setup?
 
So even if I deleted the actual OST file in the old path, the next time
Outlook was launched, it would just recreate the OST file at that old path,
and not the new ForceOSTPath, correct?
 
I can't get outlook to point from outlook0.ost to outlook.ost

Machine is Windows 7 running Outlook 2007

These are the steps I'm taking:

Control Panel>Mail (32-bit)>Email Accounts>highlight my email
account>change>more settings>advanced>offline folder file settings.

I can't point the profile from here and can't find where to point it to
outlook.ost vs. outlook0.ost.
