Does MSASCui.exe need internet access?

My WinDefender is installed, autoupdating and autoscanning just fine.
Searched but did not find my question re: MSACui.exe already answered. I
notice this user interface file default installed with "Full Access"
permissions in my McAfee Firewall. This means both inbound & outbound
internet access. Is full access required, or can it be restricted to
"Outbound only" status?
 
We use outbound access for SpyNet. If you're signed up for SpyNet (check your
Tools/SpyNet Community link) then Defender will be able to report back
infected files. If you're not signed up for SpyNet, then Defender shouldn't
need to talk to any servers.

The other thing that network connectivity is required for is getting
signature and engine updates.

That's what I needed to know. I am in Spynet so I'll leave it at "outbound
access only" access. Thanks for hour help, Phillip.
