Because CSS3 is still a work in progress (e.g., http://www.w3.org/Style/CSS/current-work and http://www.xml.com/pub/a/2003/06/18/css3-selectors.html). Until an RFC reaches "Recommended" status, no browser vendor is expected to follow it.
