Does framework 1.1 install on WinXP sp2?

Brand new computer. All updates applied from update.windows. 1st
program to install: framework 1.1. Won't install. Is there a reason?
 
It certainly should, but you need to give us more information about
_how_ it fails.

Perhaps it's already installed (wasn't .NET 1.1 part of WinXP SP2?) ..?
Check whether the directory "C:\WINDOWS\Microsoft.NET\Framework\v1.1.4322"
exists on your computer; if it exists, .NET 1.1 is already installed.

Also, what error when trying to install it?
