Does "Draw|Order|Send to back" actually freeze the image?

Hi,

Please refer to the last sentence of this link

"Note: After you send it to the back, you can no longer edit or reposition
the image."

I found that I could still reposition the image after I did "Draw|Order|Send
to back." I was so sure that the image was AT THE BACK because I could put
clipart on top of it. Wonder what was happening here.

Appreciate any advice.
 
The Help text is ... well ... a bit wrong on this point.

You can not edit or reposition it, once it is part of the background.

But, just placing it behind all the other images/objects (send to back) does
not lock it in any way.
